Satisfying h. p. is a necessary and sufficient condition for state intervention. State doesn"t have to intervene; it may intervene when h. p. is satisfied. Feinberg (f): there are other principles other than h. p for state intervention. Offense is closely linked with many other states such as annoyances, disgust, anxiety. Offense" is umbrella term for many other terms used to cover all these universally disliked mental states . F: offense is not type of harm; different category than harm. However, offense can cause harms: i can become so distraught that i suffer harms as a result. F says offense is surely a less serious thing than harm (2) Extreme offenses may be greater wrongs than minor harms, but they"re on different scales.
