These are the two forms of democratic governments. They organise power differently and concentrated in each of these systems of governments. Systems of governments are usually decided through those who once ruled them, what its colonial power was. Parliamentary systems are called a unitary system of government. In canada the parliament has two chambers, the house of commons and the senate. Voters elect members to the house of commons and the winner of the leading party becomes the prime minister. In the westminster model it is the representative of the crown that asks the majority or the coalition to form a government. In canada this is done by the governor general and in the uk it is done through the queen. A minority government is weaker in the sense that it can never claim that it has the support of the majority of the population.
