Until 1787 - no instance of the establishment of a federation. There were examples of confederations ( holy roman empire) The americans tried a confederation, but the system was to decentralized and lead to a non - functioning federal gov. with the states. Power and jurisdiction was split b/t the two levels of gov. There was to allocate more powers to the states than to the central gov. The american federal system was still very decentralized with the federalist papers of 1788. The 3 founding fathers defended the federalist papers, when the ny state had to ratify the approval for the constitution.
