South korea already knows the missiles work so they are researching new ways of how they can be used better or how many can be launched at once. Problem w this is that it creates a quick escalation of conflict which can be a crisis (this has 3 parts: short time, serious threat, most be unexpected) If south korea strategy is offensive it shortens time b/w them b/c you have to launch 1st. And if others think that they are playing a offensive game than it can put pressure on you making it unstable b/c you might launch 1st. This comes from a german insecurity and bismark who had 1 thing that motivated his strategy would be germany never fighting itself w a war on 2 fronts. So from the west (france) and east (russia) so attacks from both can hurt them a lot.
