So intelligence is necessary for rationality but it"s not sufficient. You can be highly intelligent and highly irrational. We are measuring the wrong thing, what we care about is rationality, but value intelligence. Suggestion: think of the word itself- it has rationing in it! Fitting your process to your goals as tightly as possible. Intelligence is about relevance, but perhaps rationality is about making sure relevance tracks the truth, ie, that what you find salient is what will most reliably get you to the truth. Intelligence has many goals such as making sense and explaining situations for adaptive prediction of the world. Maybe rationality is trying to make truth seeking the mist relevant goal for certain tasks. The bullshiter tries to get you to not care about whether or not something is true. Self deception is at the heart of being irrational.
