Frontier society in upper canada (1741 has no school systems with education being done at home). Education is de-centralized with no regulations, there was no standard. However, becoming literate was the ultimate goal for farmer families with elites opening private schools (voluntarily ran/not gov"t) or having a master rendering them in classical education. The universities were back in england; no one standard but religion and education were seen as one: basis for where you start having separate schools, creating tension. 1807 grammar school act by the government for the creation of private schools. In the beginning the state gave some money and didn"t completely bill but had the rate funding: there was a problem with the state intervention because only included elite, modern university not including tradespeople. Early 19th century, developed an idea that education is a way to move yourself upwards (social mobility).
