The term welfare was used from the 14th century to denote happiness or prosperity. In the early 20th century, welfare began to refer to the organized and public, state-led provision of care. The term welfare state first comes into circulation in 1939. Government has an important role to play in the provision of basic services. Not everything should be commodified (left to market forces) Public can and should enforce limits in market. Importance of the state as a target of feminist activism (janine brodie) State actively shapes and reshapes gender relations. Feminist activists complicate the story because they called for equity. If politics are corrupt it is all the more reason that a new element should be introduced. Support therefore considered if male worker was absent or injured/unable to work. Support for women not to threaten masculinist basis of family wage.
