Why do people obey laws: fear of punishment. Laws deter bad behavior by threatening high costs. The punishment has to be severe enough to deter criminal behavior: belief that laws are legitimate (weber) They get benefits from following the system. People like the leader so they will follow. Clear powers, clear decision-making, people believe its legit because they understand the rules: belief that laws provide a social benefit. If we follow the law, we will be provided with security: laws express information that then causes us to change our behavior. Because there"s a law prohibiting smoking, it causes people to change their behavior. Why would a rational actor break a law: don"t fear the punishment. Belief that the government does not have the will to enforce the laws.
