All legal documents in the colonies had to be printed on a paper made in london, stamped with a revenue stamp paid for in british currency. Townshend act 1767 a series of taxes levied in the colonies to raise revenue to pay governors and judges so that they would be independent of colonial influence and strictly enforce british political and legal interests. They felt cheated because there was no real representation for where the money that they were being taxed was going.
