Demands the reichstag gets dissolved and new elections held (needs seats in reichstag) 5-6 weeks to convince germans to vote for nazi party amps up violence to do this (convince people they need law and order) gives him emergency power uses power excessively. Limits freedom of press and assembly key in dismantling democracy allows the detention of individuals for up to 3 months if involved in disturbance of peace of act of treason (goes after communists) able to disrupt political meetings.
