Concepts of obscenity and censorship (today), eugenics movement, prostitution and venereal disease. See extensive industrialization and urbanization - came a plethra of social problems. Poverty, creation of slums, overcrowding, disease, addictions, crime. All of these problems - were somehow connected and related to ideas of sex and sexuality. White middle class reformers - did not blame problems on industrial capitilzation - instead blamed the problems on working class & immigrants - easier to blame them than industrial capitalists. Working class and immigrants & colored & non-christians inherently seen as morally inferior and problems of the city were all their fault. This idea was one of the forces behind the eugenics movememt.
