Federalism and early republic 1788-1799: the great experiment. Federal era or the great experiment (federalist domination of the 1790"s) Few anti-federalists who ran or were elected to office. Wanted to be involved in state politics more than federal. Washington was the obvious choice because he voluntarily gave up his military powers in 1783. Some wanted to adopt practices from the monarchy. Raises revenues, support the national government (5% tax on imports 25% tax on whisky), organized the federal judiciary, write the bill of rights. A concession to anti-federalists who feared without a bill of rights the federal government would be given too much power. Bill of rights helped north carolina and rhode island join the union. Acted cautiously, everything he did set precedence for the future. Mostly the rights of individuals (freedom of speech, religion, petition, assembly) Washington selected thomas jefferson as secretary of state and alexander hamilton.
