Having people in position with power being swayed by information that is not supported by evidence. Even within research, there are a lot of different types of research with different reliability and etc: evaluation: scientific-based activity undertaken to assess the operation and impact of policies and the programmes introduced to implement those policies. 5th stage of policy making = evaluation and assessment. Specifically looks at how a policy or a program worked. Pyramid of research that specifically looks at different types of research and the different values of each of them. These are at the bottom of the pyramid because they are only based on one person where we cannot extrapolate that information. It provides information for practitioners, but as far as research goes, it is not the most valuable.
