North america act: health education and social services given to provinces, spread of great depression and many families couldn"t pay the bills for hospital. Tommy douglas: inspired fee for pre paid health care in canada, 1947 politician who introduced public health care in saskatchewan. 1961 all provinces agreed to cover patient health care in hospitals. 5 principals: public administration, comprehensiveness, universality, portability, accessibility. Provinces get funds from federal government if, and only if, they are following all 5 principals. Dental not covered, cosmetics not covered, physiotherapy not covered. A work in progress since its inception. Reforms have been made over the past four decades and will continue in response to changes within medicine and throughout society. The basics, however, remain the same universal coverage for medically necessary health care services provided on the basis of need, rather than the ability to pay.
