Neurons need connections (part of their trophic requirement) Cells need to migrate around, form connections and work within the network (need to be needed; if not connected, apoptosis and leave the system) Early on when still growing the brain, massively overpopulate it with cells; make way more cells than you need. Cells sent out to target, and prune back to what is needed and some cells degenerate. Wrappings of the cns: skin, fat, muscle, bone, meninges.
