If all is equal in the state of nature than everyone has the power to duel out punishment to those that overstep the law. If the law of nature can be enforced than we should live peacefully. If not consented to the law then not able to be punished for breaking said law. Nature has given things richly, there is a natural abdunance for land and plenty of room for everyone, most people would rather cultivate their own land. Therefore, there would be little conflict and very little opportunity to practise the right to punishment. Thus, creating a very peaceful community in the state of nature. But given this hobbes would point out that why would people go to the trouble of cultivating their own land when they can steal from others.
