Week 5: children who are gifted, talented, and creative. On the other end of the spectrum, there are gifted and talented students who find that traditional curriculum and methods of instruction do not provide the challenges they require to learn most effectively. They also need special education to reach their potential. Gifted and talented students need special education to enhance and develop their individual talents. 1993 federal report replaced the word gifted with the terms outstanding talent and exceptional talent: recognized that giftedness is not necessarily apparent in test scores but in a person"s high performance capability in intellectual, creative, and artistic realms. Those who demonstrate outstanding levels of aptitude (exceptional ability to reason and learn) or competence (documented performance or achievement in top 10% or rarer) in one or more domains. Many represent a growing recognition of the importance of balancing theoretical and practical definitions of giftedness.
