Human agency--> ability to act, have ability to make choices. Community, family, neighbourhood--> coming to western is anew. Society/structures: mills says we need to further distinguish between private troubles vs. public issues--> Credit card example: private issues--> problems of individuals, being unable to pay credit card bill. Will affect biography cause individual problem, will affect milieu because can"t go to bar, and family will pay out: public issue.
