Managerial perspective- as territories grew in size and population, the state was needed to better manage and control these larger areas and people. Bureaucratic administrators serviced to convince the public that the state can fulfill the needs and interests of the people. Militaristic perspective legitimate user of violence. Economic perspective state is a result of class struggle in capitalism and works to regulate economic relations. The state is needed to regulate economic interests and the clashing of these interests between groups; the state resolves these conflicts by siding with the capitalists. Universal program available to all citizens regardless of wealth, programs benefit everyone equally. Means-tested program determination of whether an individual or family needs government assistance. Sustained challenges repeated collective claims, demonstrate to the public that the movement is committed to the issue. Challenging power holders people with less power challenge those with more.
