The us has one of the most public health care systems even though many people cannot afford this. There are inefficiencies in systems that do not have high taxing. Many welfare states that do not offer a lot of welfare often have to give more emergency supports to their citizens. If canada did not have a high welfare system, the poverty rate would increase. There are lower levels of poverty in scandinavian states/northern europe. Canada is considered to be a hybrid state, in b/w the scandinavian and british/american model. Traditional welfare is not evolving in the way that our global economy is. There is high chronic unemployment due to automation.
