The final core area of sociology is the study of social change. Social change is the transformation of culture and social institutions over time. The state is an important arena for creating social change. Social change can also occur through cultural change or the work of social movements. The state is a set of institutions that includes political decision-making, administrative units, a judiciary, and security services. States maintain a monopoly on rule-making, coercion, and violence within a territory. The state is the most powerful institution in contemporary society. It is the only institution with the legal right to: European territories grew significantly in size and population between 1100 and 1600. The state was needed to better manage and control these larger areas and groups of people. The managerial perspective focuses on the evolving practices relating to the recruitment, training, and employment of administrators who ran these new bureaucracies.
