Jury is still out regarding an overall assessment of their effectiveness as a sentencing tool. Has been part of canadian judicial system for years: set by parliament to limit judicial discretion when it comes to imposing punishments for an offence. There were 6 offences with mms when the first criminal code was enacted in 1982. Since then, mms have not evolved in any systemic fashion. Rather each new mms has responded to what was perceived at the time to be a serious issue of criminal law. Many of these sentences were introduced in 1995 with the enacted of a package of firearms-related legislation: bill c-68. Apart from life imprisonment for high treason and murder, there are also mms for sexual offences involving young people and impaired driving.
