77% of offenders are in community programs - non carceral. Corrections - structures , policies and programs delivered by governments, not for profit organizations and members of the general public, to sanction, punish, treat and supervise in community or correctional institutions of persons convicted of criminal offences. Offence reported to police --> conviction by judge/jury, judge sentencing/hearing. Charges may be withdrawn, stayed or acquittal trial and alone -> ->federal penitentiary - custody, rehab, possibility of parole, statutory release. Criminal justice funnel -top- large amount of cases/ incidents. Common to enter the funnel and exit second part- those found guilty third part- sentenced to 2 years minus a day bottom part- sentenced to 2 years plus a day (federal) fewer than 5% that enter funnel get sentenced. Correction system experience tensions in: ensuring public safety and security while ensuring offender rights protected lots of judiciary hearings on solitary confinement inmates now have the right to vote - including federal.
