Young people in the law have changed quite a bit over time. Ex. publication bans, fixing" them in warehouses, child savers movement. Has quite a bit of public criticism and public fear. Ex. backpacks: no backpacks allowed in stores because of fear of shoplifting. Media reiterates this; violence, gangs, show the worst of the worst (if it bleeds it. Idea that youth are out there to cause trouble leads mentality) 1990s moral panic because of the media violence committed by girls. More afraid of young people than of adults. Youth crime is political, media drives public opinion about youth crimes; easier to create legislation. Young offenders act was ineffective at stopping crime. The media on youth crime continues to increase. Ya focus on the problems that young people face, child welfare approach, something happened to them and that is why they are criminals (teachers, lawyers, etc) Social problems are the cause of youth crime and failure" of youth.
