To understand and address youth involvement in gangs, we must examine pathways into and out of gang life. It is difficult to find accurate data on the actual number of gangs in canada. Police based estimates are often inflated: no commonly accepted definition of a gang, levels of funding are in part dependent on how large the gang problem is - a way to secure funding. Lack of academic research focusing on prevalence across the country. Low level street gangs are in a state of constant flux. Bill c-24 defines a gang: usually comprised of 3 or more persons, these individuals have the main purpose or engage in activities that are illegal. Activities that allow them to gain material/financial benefits. Criminal code: criminal organizations involve: a symbol/name that represents the gang, partakes in criminal activity, have control over a particular territory. All provinces and territories: except pei, yukon, nunavut (no recorded gangs here)
