Control access to apprenticeships, monopolize skill, limit the #, demand and supply. The minute they leave cannot be replaced. In the industry in that particular company, in that shop where that steel is used. Not what they do but where they work. Only hard to replace if they all leave, strength in numbers, if a few of them leave management can just reduce work or hire new. Picket line controls access through intimidation, power within group.
