Anything that exists in the public domain means that they are no longer within copyright and therefore can do anything you want with them. You could take the text of pride and prejudice, publish it, and sell it on amazon: why might creativity depend on having public domain material like this available. Having public domain materials enables other creative people to build on what has been created before them. Example 1: using public domain sound effects in films, using public domain images on websites, enabling additional creativity. Example 2: high school and community theatre, would put on shakespeare plays because they are outside of copyright and in the copyright domain. You can mount one of those and even charge money without having to pay a liscencing fee.
