As soon as he takes command he begins to plan more high scale raids: in april 1916 he is sent out on a bombardment mission behind hipper to support the battlecruisers. Their hope is that the british admiral will engage the germans and allow the germans to lead them to the guns they had. They returned to port without any combat: scheer was determined to keep trying. He redeployed the german u-boats in the north sea. He brought over 30 submarines and deployed them outside the main bases as scappe floe and firthaforth. They wanted to lure the grand fleet out of its base and into this ambush. In the confusion, hipper would lure the battlecruisers into the trap under the high seas fleet: admiral john jellicoe, was informed by room forty of the impending sortie by the high seas fleet.
