Rival plans: at the beginning of1916, admiral reinhard scheer was appointed commander of the high seas fleet. In the confusion, hipper would lure the battlecruisers into the trap under the high seas fleet: admiral john jellicoe, was informed by room forty of the impending sortie by the high seas fleet.
