Poli sci lecture 7 ~ governing at the global level. At the global level there is no enforcer. Deter and prevent contras from breaking the rules. Anarchy does not mean chaos, in international relations literature. It means: the lack of central authority to ensure compliance with norms of conduct. Even in nature there is hierarchy, there is order established, alpha male, alpha female, everybody knows their place. At the international level this is dif cult. Their own people will hold them to account. Red cross or international chamber of commerce. Perception is that they can get things done. Not hindered by national interest, lack of political will, they have expertise. A relationship characterized by sensitivity and vulnerability. Sensitivity: related to how fast changes in one other country can affect another. Vulnerability: relate to the range of options countries have to respond to these changes and costs of each response.
