Freedoms that protect the individual, set limits on government or fellow citizens, essential to exercise of popular sovereignty. Each country is rated on a seven-category scale measured on political right and civil liberties: rule of law. Idea that government authority is legitimately exercised only in accordance with written, publicly disclosed laws: intended as a safeguard against arbitrary governance o everyone is subject to the law. Have roots in philosophic thought but are call to action. Are a set of related consistent ideas and beliefs that provide a basis for political action: describe existing order; present vision of what it should be; lay out plan to get there. Ideologies reflect historical context in which they emerged (the enlightenment- government is not directly related to god, people are rational beings able to govern themselves: ideologies can evolve over time classical liberalism. John locke- focus on individuals, government is to maximize individual liberty, focus on negative freedoms.
