Rules are consciously designed to achieve social purposes. Individuals are more or less equally represented in the rule making process through voluntary association, which advocate for the interests of different sectors of society. These tie up government power, their point is that the rules are consisounely dedisbged and made to ahivr social purposes. The rules are enforced equally for all citizens.
