Problem of imperial defense new thing- imperial defence in early/mid 19th century . 1840s/50s fragmented central europe, frn with a limited capacity to threaten brt interests. Russia- threat- that brt was concerned with at this time. Idea that there was something to constitute a threat to brt world system was not in foremost in their mind. These developed coherent concepts of imperialism emerged in the late 19th century in the face of/rise of power that can threaten brt as a world system- not just specific regions.
