The people really at fault for the loss of the war were the german high command and the kaiser himself, but it was better to blame the undesirables in german society. German high admiral wants to needlessly sacrifice the german navy against a combined british- American fleet, which is undeniably impossible to overcome alone: sailors and naval personnel revolt against the admiralty. This spurns a national revolt against the kaiser and the government.
