Interested in 2 things: make sure they can control navigation north of their artic. (secure itself its naval sanctuary). It is in a bind, it need to maintain its nuclear second strike, they missiles are venerable. Starting 1960s, they are on mobile trucks and submarine. Usa know 95% of submarine position of ussr. They want to put it just north of the land and put ships around it to protect its submarine. They wanted to block the americans in the artic: usa is a sea power, ussr is a land power. It would be cool if american could not pass different points without permissions. They want to spoil their dream of freedom of navigation. They wanted freedom of navigation, with the attack of pirates on americans ship in the 19th century. Soviet are thinking, canada vs usa, they wanted to take part, to create more division between the neighbours.
