Case questions: assess how well media general implemented the bsc. In doing so it might be useful to think in terms of: (a) the decision to use the scorecard approach; Helps quantify qualitative factors which were not measurable previously. (b) the design process and rationale; Smaller departments would not see the bigger picture of the bsc if they used a bottom up approach. Targets and objectives were standardized, however each operating unit got an opportunity to design their own scorecard. Employees would know what is coming to them. Shows commitment of leaders. (c) the cascading the integration process; and. 3 teams: bs development, executive leadership team. Implementation in phases was a positive. (d) the communication program. Part of it was to have it increase employees understanding of how their own performance impacted objectives. They could have tied compensation to better align employee to new strategy; they had no incentives. It was not embedded into the culture of the company.
