To build an excellent program, communicators have to create partnerships with the dominant coalition of the organization. This dominant coalition is the group of people in organizations that set directions. Communicators are connected to dominant coalitions with organizations who have excellent programs by a set of shared and mutual expectations and understanding about these things: Dominant coalitions in these programs value communicators for what they have to say before making a decision. In this role, communicators act as a boundary and environmental scanner to detect problems early on. These people tell the dominant coalition what publics know, feel, and behave in terms of the considered decisions being made. In this sense, communicators serve as public advocates by talking about their perspective to counsel dominant coalitions.
