The most important point: convictions become much easier (the way you get a lot of these terrorists is by proving and fining financial maleficence) In an open society guided by rule of law, it is easier to prove financial malfeasance (or misfeasance) and material support than it is most other terror charges. Terror operations cost money (the way we think about terrorism finance) You can do these things for very little cost. Dazzling results are possible from token expenditures. 9/11, madrid and 7/7 are cases in point. They involve thousands of dollars and results in hundreds of thousands/millions of dollars in damage. The reality: (the actual operation may not be extremely costly, but the roots of the organization are expensive tree analogy, the roots have to stay nourished in the ground to sprout new leaves)
