The powerful groups make the law and do it at their vested interest. Theories focus on the way that society is organized (and how it effects behavior) Explains the process of one becoming a criminal. Certain theories will view individuals as an active agent. Choosing to rob a bank because the rewards outweigh the risks. Individual is free to make their own choices.
