Council of the european union: council of ministers, justus lipsius building- it is where the council of ministers have meetings. Intergovernmental institution- it is meant to represent the governments of the member states: multiple councils- there is no one council that meets. Each member states have an ambassador to the eu (they are not called ambassador but they have ambassadorial rank). That level of people does a lot of work before it gets to the council. The ambassadors get together and negotiate and figure things out and by the time it gets to the council a lot of hard worked have been handled already. There is an entire diplomatic bureaucracy from each country in brussels. The councils are the main legislative part of the european union. 27-member state and ministers meet from each country. In each meeting only the ministers responsible for the field take part. The role of the president is more like a mediator and facilitator.
