Many need considerable emotional support and some may be very manipulative. The recidivism rate is higher among this group than others in general offender population. Mentally ill offenders have a difficult time adjusting to community life. They often return to custody for violating probation, parole, or supervised release. Offenders who suffer from both mental health and substance abuse problems. They are required both mental health and substance abuse treatment. Most dual diagnosis cases are first referred for substance abuse treatment, and through assessment it is discovered that there are mental health problems.
