It is important for proponents of environmental regulation to develop a clear cause-and effect story because it will help their case when it comes to voting. Opponents of environmental regulation will try to distract the public by casting doubt. Pro-bans cast doubt on economic impact arguments, and anti-bans focus attention on economic impact arguments. Yes because if it"s something that proponents or opponents cannot fight against, they will avoid it and focus on something else. Environmental concern is widespread, but often not strong or salient. Pro: we need more support so the environment doesn"t get worse. Opposed: we are fine now without the support.
