When there is a change in party you"re likely to see more action, politicization. Create more positions inside the agency appointed by president. Agencies with easier tasks will get more politicization than complex ones. The more private industry jobs are available, the less politicization. Congress will get in the way to prevent political appointments. Unified government leads to more political appointments as they get confirmed easier. Patronage appointees will be higher in agencies president agrees with. Not trying to change the policy of the organization. The more congress and president disagree there will be less politicization. Pas - presidential appointments approved by the senate. Senate has to approve of highest level appointments. President needs to be strategic on picking appointments. No protection for these jobs, president can remove them at whim.
