Provinces are required to have a provincial police force, if no force is created then the province contracts the rcmp to do the job. Legal mandate (prevent and respond to crime, and apprehend offenders) No other organization or service can directly impact the rights and freedoms of individuals. They have to operate within a democracy and respect to due process. Conflict with provincial police acts due to federal mandate when they are contracted to the provinces. Responsibilities of federal (create laws and procedures) and provincial (administer justice) governments in the area of criminal justice. Guarantees basic rights and freedoms for every citizen with limits. Must be fair and equitable (discretion and discrimination) Most incidents resolved without the use of force (presence and dialogue) Several high profile cases of inappropriate use of force. Needs to be an arms length distance between local governments and the police.
