The defensive project of the bureaucratic authoritarian regime structures the regime: there is not point to having a military if there is no enemy. Therefore, once the communists are defeated the regime is in trouble. As such they have a tendency to actively seek out enemies. This also directly correlates to the military mindset because if something goes wrong there has to be an enemy: therefore, people who are too vocal/weird are labeled as enemies. In ba regimes there is an inherent paranoia which equals an increase in repression: this leads to the creation of the secret police to infiltrate groups and organizations in society. (ie. they end up casting a wider net) Argentina: 50 % of the disappeared were from white collar (middle class) families as opposed to being people who were legitimate communists. Therefore, regimes create enemies through their actions.
