There are few formal institutions that bind people together. Mobutu sese seko: president of zaire used to be under belgian rule, and it a try rich country. He is what you would call a client of the us. * legal/rational institutions are importantif stephen harpers keels over and dies, no one will be worried that the state will collapse! We will be sadbut because we have institutions we are never left without government. The office will continues, we have backups in place. Africa does have traditions and institutions however there is no one that exists at the national level. You need to have something that allows you to rule your large states It compensates for the fact that african states have so few formal institutions.
