Going to war against other states meant: raising an army, collecting taxes, building infrastructure, rally round the flag effect (rally against enemies, us vs. them mentality). De facto vs. de jure statehood: de facto: exists in fact, de jure: exists by law, many developing countries whose existence and borders are internationally recognized (de jure) are weak, in reality (de facto) It works like a state but nobody recognizes it.
