Briggs oversaw significant increase in the number of canadian publications. Briggs was aware a market was developing for books by canadian authors. Methodist book publishing house: every editor had to be a methodist minister. Renamed ryerson press and selected lorne pierce as editor in chief. Under pierce, was a prominent publisher of educational books and using those profits, published literary works. Quebec made a deal with ottawa that it could do whatever it want corrupt series of governments. Literature had to be a force for patriotic indoctrination.
