Packard: - Looks at health policy from a historical point of view - Mainly looks at former colonies. - Split into three time periods. Colonial Period - Health care was limited to the colonial elite. The population as a whole did not receive health care unless there was economic gain or for self preservation of the colonizers. - The health care was centered in the urban areas because thats were the colonizers were. - Health care was done in the bio-medical model. Technocratic methods were used for health care. Campaigns were used to control health problems, instead of societal solutions. - Indigenous healthcare was looked down upon and not seen as legitimate healthcare methods. Post War Period - Internationalization of health. - Creation of international bodies. Such as UNICEF and WHO. - Health was linked into economical and political interests. Example is communism. - West
