The roman people hated and fear monarchy in the republic until caesar claimed himself ruler for life. Military might was used to conquer the people of new provinces, but they also civilized them, by installing their own culture baths, theaters, circuses/arenas, latin language. Latin had to be learned to take part in business/admin. New provinces and positions could not all be populated by true romans, so more and more locals/barbarians had local positions and power. Tribes and people maintained their own customs while taking part in the roman infrastructure.
