There are no legal constraints upon the absolute ruler. It is largely true for dictatorships today and it was true for states that were able to impose laws but were themselves not bound by law: constitutional law subjects the state itself to constraints. Its power may be distributed between different territorial subunits (regions) so that central authority does not have an exclusive grip on all. Its power may be distributed among various organs, so that it does not wholly rest in any one organ. Their autonomy in local affairs is protected by the constitution but the exact extent of provincial and local powers is laid down in national laws. To retract these powers and give them to its central organs, the state only needs to change the relevant laws or delete local autonomy from the constitution. Usa: constitutional amendments must be approved by a supermajority of the states themselves.
